- 根据中国卫生检疫法规，为防止疾病传入、传播，保障公共卫生，对可能传播传染病的人员、交通工具、设施以及行李、货物、邮件等进出境物品，应当实施检疫措施。未经国境卫生检疫机关许可，不准入境、出境。出入境人员必须接受检疫，并如实填写健康申明表。
